Abigail ?? & Constant BAILEY Family of Sullivan Township

1. Constant1 Bailey, son of Robert Bailey and Asenath Wilson*, reference B1.12511 (#7741) was born in Haddam, Middlesex County, Connecticut 27 JAN 1777. Constant died 30 JAN 1843 in Sullivan Township, Tioga County, Pennsylvania, at age 66. His body was interred FEB 1843 in Bailey Family Cemetery, Rutland Township, Tioga County, Pennsylvania.

Constant registered to pay taxes 07 OCT 1814 in Tioga township, Tioga County, Pennsylvania. Sullivan Township was part of Tioga Township in 1814 when this tax assessment occurred. It is impossible to separate the present day townships from the one big one.

Constant registered to pay taxes 1816 in Sullivan Township, Tioga County, Pennsylvania. Sullivan Township was formed in 1816. It was taken from Covington Township. Its original boundaries included the southern half of Rutland formed in 1829, and the northern part of Ward which was formed in 1852.

Constant was listed as the head of a family on the 1820 Census in Sullivan Township, Tioga County, Pennsylvania. Rutland Township was formed from Sullivan in 1829.

Constant registered to pay taxes 1829 in Rutland Township, Tioga County, Pennsylvania. Rutland Township was formed From Jackson and Sullivan in 1828. William Howland, William Rose and Ezra Wood performed the first tax assessment.

Constant was listed as the head of a family on the 1830 Census in Sullivan Township, Tioga County, Pennsylvania. This is probably the second (and older) listing as Sylvester. The younger Sylvester is already listed and this seeming duplicate is probably Constant.

Constant was listed as the head of a family on the 1840 Census in Rutland Township, Tioga County, Pennsylvania. Constant had his will probated 15 MAR 1842 in Rutland Township, Tioga County, Pennsylvania. Adm. The Baileys and Bartletts lived adjacent in the southernmost part of Rutland bordering Sullivan. Only a pine broken by a storm in the 1930s remains to mark the Bartlett farm, the barn having collapsed a number of years ago. The Bailey farm is still in operation but not with the same buildings.

Her body was interred 1851 in Bailey Family Cemetery, Rutland Township, Tioga County, Pennsylvania. I visited this site Autumn 1993 with Joan O'Dell. The grave sites are full of woodchuck holes, the stones are lying down, broken, partially buried. No doubt, there are other stones here that are not identifiable. This is at the top of the hill in the pasture across the road from the house, actually in Rutland Township within a few feet of the Sullivan township line.

Historical Note: . Mill History in Sullivan Township: "In 1819 John Gray erected a saw mill at Gray's Valley, on Elk Run. He operated until 1832. It had a number of owners. In 1838 Albert Dewey erected a saw-mill in the eastern part of the township, which he and George Dewey operated for a number of years. William Young, another early mill owner, built a mill about 1832 below Mainesburg on Corey Creek, near the Richmond township line. In 1844 Valorus O. Spencer erected a mill above Mainesburg. Other early mill owners and lumbermen were: Stephen Palmer, who ran a mill in the eastern part of the township; Peleg Doud, who erected one on the South fork of Corey creek, on what is now the George Ross farm, and Sylvester Bailey, who erected one in Bailey Hollow. All these mills were run by water power, the flutter wheel being the one generally used. They have passed out of existence, except the mill near the State Road, now operated by Edward Dewey.

Vet was listed as the head of a family on the 1830 Census in Sullivan Township, Tioga County, Pennsylvania. Historical Note: . "In 1831 Sylvester Bailey erected a water-power grist-mill in Bailey Hollow, near Chandlersburg. About 1840 he sold it to Moses Crawford who operated it for a number of years. It shut down about twenty years ago, O. W. Palmer being the owner at the time."

She may have been brought to the household as a "hired girl" which was the term used at the time for household employees. Mary died in 1851 and Sylvester in 1852.
