Tax Assessor - Vine Baldwin submitted 20 JAN 1817
The Wells Township Assessment Lists (also known as tax lists) were lists compiled each year by the township assessor, usually in the fall preceding the assessment year. Besides giving the name and sometimes the occupation these lists also gave the number of improved and unimproved acres, horses, cattle, and other farm animals. There were also listed those families which could not pay for their childrens' schooling and shown as "poor children." These lists are at the Bradford County Historical Society in Towanda and can be consulted for further information about acreage, animals, etc., that a resident was assessed for. In the earlier years even young single men were taxed even if they did not own real estate. Ridgebury and South Creek were included in Wells until their formation.

To Vine Baldwin Assessor of Wells Township
GREETING -
   Pursuant to an act of the General Assembly entitled "An act to raise County Rates and Levies" passed the 11th day of April 1799 and the several supplements thereto you are hereby commanded to make a just and true account in Alphabetical order, of ALL Freemen, and taxable inhabitants of your Township and the property made taxable by the 8th sec. of the act aforesaid to wit. All lands held by patent, warrant, location or improvement; Houses and lots of ground and ground rents, all Grist Mills, Saw-mills, Fulling-mills, Slitting-mills, Rolling-mills, Hemp-mills, Oil-mills, Snuff-mills, Paper-mills and Powder-mills; all Furnaces, Forges, Bloomeries, Distilleries, Sugar Houses, Malt-Houses, Breweries, Tan-yards and Ferries; all Negro and Mulatto
slaves, all horses, mares, geldings and cattle above the age of four years, and all Offices and posts of profit; Trades and occupations (Ministers of the Gospel of every denomination and School-masters only excepted) and of all single freemen above the age of twenty-one years, who shall not follow any trade occupation or calling; together with the taxable property such persons may possess and the valuation thereof. And you are also directed to requested to receive from the parents the names of all the children over the ages of five and under twelve years who reside in your township whose parents are unable to pay for their schooling noting down the names of the parents or any other names and respective ages of the children.
   And when the enumeration shall be made as aforesaid, you shall call together the assistant assessors of your township, who together with you shall ascertain the bona-fide value of the aforesaid property agreeably to the Standard agreed upon at the meeting of the Commissioners and assessors at the Commissioners office on the fourteenth day of Novr Inst to the best of your judgement and abilities and make return thereof at a meeting of the Assessors of the several townships of said County at the Commissioners office at Towanda on Thursday the nineteenth day of December next at 10 o'clock before noon: to point out the errors or deviations from the standard in each o hers return, and also this warrant and how you have executed the same; and this you are in nowise to omit under the penalty of the acts of Assembly in such case made and provided.
